			<content:encoded><![CDATA[<p>Joseph V. Tabone joined the Government of Ontario in 1963. Over 30 years he held different managerial positions in education, social services and information systems. In 1989 he was seconded for one year to the Government of Malta to lead the public service reform which included the introduction of ICT systems for Government as part of a long term national ICT strategy for Malta.</p>
<div>Between 1997 and 1999 Mr Tabone was retained as adviser by the Commonwealth Secretariat in London. In 2000 he was appointed to set up the Malta Communications Authority, until 2009 he was the Executive Chairman thus responsible for the oversight of the liberalisation process of the local telecommunications market. He is ICT advisor to Government and represents Malta on Internet Governance on the EU‚ High Level Group (HLIG), as well as the Government Advisory Committee of ICANN.</div>
<div>As Chairman of COMNET Foundation for ICT Development, he represents Malta on the Steering Committee of the Commonwealth Connects Programme on the Digital Divide and Chairman of the Commonwealth Internet Governance Forum.</div>

<div id="_mcePaste">Dr Kaul was appointed Director-General and Chief Executive Officer of the Commonwealth Business Council (CBC) on its establishment by the Commonwealth Heads of Government in Edinburgh in October 1997. He is a firm believer in making globalisation work for all. He leads a number of high-level initiatives targeted at investment promotion and strengthening the investment climate, good governance and corporate social responsibility. His focus has been on building Public Private Partnerships, reducing the digital divide, WTO market access and trade facilitation and integration of developing countries into the global market.</div>

<div id="_mcePaste">Prior to joining the Commonwealth Secretariat, Tony worked with the Ontario Government for over 30 years. He was the director of a department consisting of 70 ICT staff and a budget of $30 million. Tony was assigned as the project executive to re-engineer the Tax Department which processes over $29 billion in revenues per year which resulted in 25% increase in tax revenues.</div>
<div id="_mcePaste">Tony led the development of the concept and architecture for the Mobile Commonwealth Partnership Platform Portal which is considered as the largest transformation initiative ever undertaken by the Commonwealth Secretariat. He revived the Commonwealth Connects program which was created by the Commonwealth Heads of Government meeting during 2005 to bridge the digital divide and successfully delivered on its mandate which resulted in a reaffirmation of its continuance during the Commonwealth Heads of Government meeting during 2009.</div>

<p>Sandra Hyzler has long experience in private and public administration. She began her career with prominent private organisations dealing with: company-law firm;  import/manufacturing/export; and she lead a company providing services to government. She joined the Resources Regulator as soon as it was established and later moved to the Telecommunications Authority. She is now the Commonwealth Connects Programme Coordinator. Her field of study is Public Administration.</p>

			<content:encoded><![CDATA[<p>The Commonwealth is a voluntary association of 54 countries that support each other and work together towards shared goals in democracy and development. The Commonwealth Secretariat is headed by the Commonwealth Secretary-General who is appointed by Commonwealth Heads of Government for a maximum of two four-year terms. The Secretariat has 13 divisions and units which carry out programmes of work, based on mandates set by Commonwealth Heads of Government at their biennial summit (CHOGM).</p>

<div id="_mcePaste">Yasmeen Ariff brought her experience in web and multimedia development from the private sector to work in ICT for Development in 2001.</div>
<div id="_mcePaste">In the last decade, she has worked on promoting the use of ICT in Diplomacy in areas such as web management for Public Diplomacy and online training for young diplomats. She was actively involved in the two World Summits on the Information Society (WSIS) in 2003 and 05 and the discussions on Internet Governance Issues that emerged.  She led one of the first capacity building programmes on Internet Governance, which trained over 150 young professionals from developing countries all over the world in two years.</div>
<div id="_mcePaste">Her interest is not so much in digital technology itself but in its power to improve lives.</div>
